The utilization of new forms of communication techniques, used by Universities to offer new services to teachers and students, requires a strategic plan to evaluate the costs and benefits associated with the development of the e-Learning contents. This paper discusses different methodologies of identification of the variables, that influence the development of e-Learning services, proposed by different authors in scientific literature. In addition, a methodology that uses an identification and a cost-benefit analysis and comparison of the variables is suggested by the authors of this paper. Moreover, an ad-hoc created automatic decision-making tool is able to establish inter-relationship between variables and compute hidden-related benefits, in order to find an unique and optimal solution.
