Since the second half of the XX century a range of gradual and irreversible changes involved world socio-economic organization transforming regions in open and complex systems, that compete not only at national scale but look for new development opportuniities at international and global scale. In defining this new scenario contribute too the new information and communication technologies (ICT) deeply modifying public (administrators and planner) and private (consumers and producers) players behaviours and actions. Initially these changes stimulating the passage from an industrial productive system to a knowledge based one supported a new economic boom. However quickly become clear the contradictions and perverse effects. From this point of view this contribution aims to analyze the role of ICT in the region’s economic territorial development through the impacts’ analysis on the territory in order to individuate how the ICT can support the sostenibility of development through a process that stimulate the lower competitive areas catching-up
