Materials are traditionally classified accordind to their conduction properties. In quantum mechanics, however, this distinction is somewhat blurred, since materials are usually understood in terms of band theory picture. The following sections present very recent theoretical developments which have made it possible to understand localization and polarization as two aspect of the same phenomenon, within a unified approach that deals on the same basis with all insulators.

Abstract
