This essay analyses how the EU regional and cohesion policies changed the relationship between Italian central government and administration and the local governments. In fact, these policies induced the rise of a multilevel governance system and empowered the local government that gained direct access to EU institutions and funds. However, these transformations did not avoided the reduction of financial resources of local government, mainly because they were not so big to balance the reduction of Government funds transferred to local governments. Beside, only some local government adopted administrative best practices suggested by EU.
