The latest EPBD highlights the necessity to improve energy performance of existing buildings. Member States shall soon set new minimum energy performance requirements which are economically feasible. National legislation seldom paid attention to economic payback of retrofit. Initial investment may be high in some cases and shall be compared with the savings on heating costs. The paper analyses two retrofit scenarios on a fifties building case study. It shows how the resent requirements have not equal value for money all over Italy, but their economic viability is strongly improved by coldest climates.
