The thesis work deals with the Travel Demand Management (TDM) strategies aiming at reducing private car use. They basically can be divided into two types: 1) Hard Measures and 2) Soft Measures. The first ones act on physical features of the transport network, while the second ones act on individuals level of knowledge and awareness through the provision of information, in order to induce people to reduce car use in favour of more sustainable transport modes. Soft Measures are also known as Voluntary Travel Behaviour Change (VTBC) programs. The objective of this thesis work is to analyze the effect of VTBC implementation (Soft Measure) combined with the introduction of a new sustainable transport mode (Hard Measure) within the metropolitan area of Cagliari. Besides, Discrete Choice Models (Hybryd) have been estimated to analyze and assess the effectiveness of the combined Hard and Soft measures, as well as test the effects of attidudes and propensions (latent aspects) on travel mode choice. A real VTBC has been carried out in order to induce car drivers to use the brand new Metrocagliari Light-rail system, whose line has been extended during the project period. The core of the program was the Personalised Travel Plan (PTP), which have been sent to car drivers suggesting them to use the Metrocagliari system. PTP included many useful and higly-tailored information on the use of the metro system for daily trips Moreover, Hybrid Choice Models have been estimated in order to assess contributes of both Hard and Soft Measures, and able to include latent effects due to psycological aspects.
