The relations between island territories are the main goal of the nowadays issues on smart contexts. In fact, also the first Smart Island World Congress - SIWC (Calvià, Maiorca, 2018) focused on the future strategic challenges of insular territories, in order to understand the structural, social, environmental, urban and economic issues. It is known that these contexts have a structural disadvantage (art. 174 of the Treaty about Operation of the Union European, 2017). Particularly in Italy, the "condition of insularity" was adopted in 2016 by the European Parliament in Strasbourg for the biggest islands (Sicily and Sardinia). In relation to these assumptions, the purpose of this paper is to propose preliminary guidelines on the structural and socio-cultural perspectives of the insular contexts, by defining their strategic role in a smart territory key. Taking into account the effects that Community policies and actions have for economic and social cohesion (Mistretta et al., 2011), this paper begins by defining the concept of insularity and smart territory and then by giving anunified reading of the two concepts. Therefore, opportunities and critical issues - on the possibility of defining parameters useful for establishing guidelines in the "fragile" insular contexts - are presented. The paper concludes by underlining the linkages between insularity, smart territory and land use, and demonstrating how, even in islands, regional planning and resource management programming are essential to build inclusive, winning strategies that can change the usual management perspective of the territory.
