The research focuses on the extent, role, and functions of public real estate as a resource in urban regeneration processes, in order to trigger virtuous mechanisms aimed at countering some of the crisis phenomena in contemporary cities. The interest raised by the topic is due to the uncertainty of the outcomes of the policies developed and the limited consideration of the potential of this asset within the operational practice of urban planning. In this perspective, the role of urban planning tools in the public real estate valorisation process is highlighted, assessing their potential and criticalities in relation to the specific objectives of national policies. The aim is to set a system of theoretical and operational references to draft an urban planning model that integrates public property management into planning practice, in particular disused, unused, or abandoned buildings and areas. The study follows an inductive approach, defining a knowledge framework given the transversality of the research topic, to deepen the relationship between the management of the public real estate and urban planning in the national and international context. The first part of the thesis answers the need to outline the field of the research, which deals with relevant issues for the discipline of urban planning. The second part focuses on the Italian context, which is recognised as a preferential field for a theoretical and empirical analysis of the research topic, due to the fundamental role it plays at a territorial level and its centrality in the political-administrative debate. The third and final part has the dual purpose of extending the scope of the research to the international context and setting its path, in order to define its reflections and address its strategic guidelines. Finally, the thesis focuses on the recognition of the urban plan at the municipal level as a unitary and coherent framework for the definition of strategic choices for the regeneration of public real estate. The results of these reflections are useful for the definition of a proposal based on specific assumptions, but in a general perspective, aimed at the organisation of a comprehensive framework, which integrates the potential offered by the availability of public real estate assets within a broader urban development strategy, with a view to a responsible planning process.
