The impasse dictated by the circumstances of the biennium 2020-2021 has affected the Italian heritage scene, in its different levels of governance. On one hand, many museums had to continue their mission by taking advantage of the possibility of opening up to wider audiences offered by digital media. On the other hand, numerous institutes, often confined to suburban communities, have been caught unprepared for the new challenges brought about by the crisis. By analysing the succession of ministerial decrees, which in the course of the two-year have marked the stops and starts, but also dictated the measures aimed at supporting museums, it is possible to reason about their actual compliance with the sector's emergencies, with particular regard to support strategies in the establishment of projects and technological infrastructures. Given the new provisions dictated by the PNRR, the need to understand which aspects to strengthen, and consequently which resources to invest in, regarding the digital transition that the cultural sector needs immediately becomes even more pressing. The definition of good practices is all the more urgently needed if the Italian situation is compared to the European, in which the country shows year after year to be lagging far behind in the digital transition, being constantly behind the other EU countries.
