Sardinia, historically characterized by a strong agro-pastoral identity, significantly sustained the two phenomena that have deeply reconfigured Italian landscape: land reclamation and tourism. For this reason, it is a paradigmatic place for the development of an operative concept of landscape as first resource. A special experimental opportunity is given by the procedures of conforming Urban Plans to the Regional Landscape Plan, of which the first part concerning coastal territories was approved in 2006. The Municipality of Castiadas, along the south-eastern coast, is characterized by a remarkable morphological and naturalistic richness, and by a territorial and settlements structure produced by the land reclamation that started during the nineteenth century and finished with the Land Reform in the Fifties. Today it is necessary to develop an interpretative and project model based on a new dialectic between rural identity, tourism and sustainable development.
