Fuori dal campo: un “Nuovo abitare possibile” per i rom di Cagliari?

Within the context of the policies for overcoming the ‘Roma camps’ system, the article analyses the housing policies enacted by the Municipality of Cagliari towards the Roma community evacuated from the authorized camp located, since 1995, in the peri-urban area of the city, which was closed in 2012 for sanitary-hygienic reasons. The study, which adopted a qualitative approach, shows that the process for their inclusion in terms of living and social emancipation has produced partial results. Indeed, several critical issues remain, related to the provisional nature of the projects implemented and the discrepancy that, on various occasions, emerges between the objectives and measures identified by public institutions and private operators, within the framework of the national and European policies, and the life plans of the Roma families concerned. The Roma community of Cagliari requests a greater involvement in defining the institutional projects for their inclusion, in line with the individual and family aspirations and respecting the cultural diversity that such a community claims.

Nel contesto delle politiche per il superamento del sistema dei ‘campi rom’, l’articolo analizza le politiche dell’abitare attuate dal Comune di Cagliari nei confronti della comunità rom evacuata dal campo autorizzato che era situato, fin dal 1995, nell’area periurbana della città, e che è stato chiuso nel 2012 per motivi igienico-sanitari. Dallo studio, che ha seguito un approccio qualitativo, emerge che i percorsi di inclusione abitativa e di emancipazione sociale hanno prodotto risultati parziali. Permangono, infatti, criticità legate alla provvisorietà dei progetti messi in campo e alla discordanza che, in diverse occasioni, emerge tra gli obiettivi e gli strumenti individuati da istituzioni pubbliche e operatori privati, nel quadro delle politiche nazionali ed europee, e i progetti di vita delle famiglie rom interessate. Queste ultime chiedono un maggior coinvolgimento nella definizione dei progetti istituzionali per la loro inclusione, in linea con le aspirazioni dei singoli e dei gruppi familiari e nel rispetto della diversità culturale da questi rivendicata.
