The SEA in strategic planning of marinas

The framework of the planning in coastal areas is still fragmented in the coordination between the various planning tools, in particular the study of integration of tourist Ports settlements shows that they are poorly integrated with "other plans", in particular with the urban and territorial planning and rarely are part of a strategy system of tourist Ports. The problem of scale in decision-making territorial coastal areas, it seems a issue of great complexity both for the variety of skills, ranging from maritime domain, port authorities and local authorities, which for the particular environmental sensitivity of the context. The decision-making require a systemic approach to multi-sectoral and integrated planning and management tools. This paper discusses some problematic issues of case studies related to the implementation and adjustment of the tourist Ports in the framework of the Strategic Environmental Assessment (SEA), in term of research the optimal scale for its implementation and what are the conditions that influence its effectiveness; the reflections have as a framework of the tourist Ports of the Sardinian Region (Italy).
