The concepts of readability and comprehensibility of institutional texts are now more relevant than ever: their full understanding by the recipients allows the possibility to exercise the rights of active citizenship and thus fully participate in life in complex societies. In this contribution we present a research on two case studies in relation to the comprehensibility of the language adopted by the public administration during the emergency caused by the Sars-Cov-19 pandemic, adopting a dual perspective: that of the sender and that of the receiver. Thus, regulatory/informative texts produced by both national and local institutions will be analyzed (the text of the DPCM March 4, 2020 and the relative ordinance of the Municipality of Cagliari), and a cross-section of their real comprehensibility will be offered through a didactic experiment.
