The paper starts from the meagre regulatory data dedicated to each of the (intersecting) institutions, the plurality of judicial claims and the conversion of shares; to examine, with the contribution of jurisprudence (especially in terms of conditions), both the functional sense and the application developments. This is followed by a brief dogmatic discourse (epistemologically updated) aimed at giving rigor to the conclusions reached by the administrative judges (especially in terms of complementarization of the principles involved), if necessary enhancing their potential that remained unexpressed.

Abstract
