Gli effetti del non voto sull’ordinamento costituzionale

The essay investigates the effects of electoral abstentionism on the constitutional order. In particular, after excluding the production of formal consequences of non-voting, the inves- tigation highlights the substantive consequences that abstention produces on the constitu- tional order at the level of the legitimacy of Parliament and the representation-representa- tivity circuit. The aim of the essay is to show that electoral abstentionism affects the proper functioning of the democratic order and that only through a renewed civic culture based on the recognition of the importance of the Constitution, public institutions and electoral participation can be avoided the risk of «apparent democracy».
