The paper describes an integrated planning project carried out in the city of Carbonia (in Sardinia) and is referred to a public housing building complex. Such a project was developed within a wider requalification plan - involving both the social and urban planning sectors - with the final goal of achieving high energy performance levels (in this case 30% higher than the current law limits). At this purpose, on the one hand opportune energy saving measures were adopted (such as bioclimatic and passive strategies), and on the other hand - recalling the public and social features of this project – a low maintenance demand and an easy operating level were attained
