Cascais is one of the most important touristic cities in Europe, currently in expansion. It is located in the dynamic metropolitan area of Lisbon, with a historical and natural specific function of strategic stronghold for the access from the Ocean and to the national territories, through which the public economy has developed strongly over the years and mostly outsourcing in tourism industry, internationally recognized for offering high quality standards. Today the need for competitive improvement and the redevelopment of the marina, with the expansion of the touristic port can be the right opportunity to address this expectation. This paper aims to show a strategic policy-making approach to define, evaluate and manage actions, based on shared objectives in a participatory process, more inclusive of all the involved stakeholders.
