Urban planners are supported by geoinformation systems (GIS) in spatial decision-making process. GIS allows storing spatial and attribute data and performing spatial analysis, but tools for decision-making support and modelling are missed. To address this issue the conception of a Planning Support Systems (PSS) was introduced. The first generation of PSS includes GIS, sketch tools and spatial models. However, planning process should be supported on technological level as well as on theoretical. Special methods and tools for stakeholder collaboration and public participation are required. In this paper authors argue that PSS should be process-driven and suggest integrating Business Process Management Systems and Spatial Web Services into PSS. The architecture of new generation of PSS is proposed and tested on a case study.
